Overview

Promulgated September 20, 2015 by the second constituent assembly, the Nepali Constitution completed a transformation begun in 2006, abolishing the monarchy in 2008 and creating a federal democratic republic with seven provinces. It entrenches secularism, proportional inclusion, and rights including ones for women and Dalits, and creates bicameral federal and provincial legislatures. Its adoption hours after the 2015 earthquake killed tens of thousands made it the earthquake constitution. Madhesi groups protested provincial boundaries, and the 2015 blockade with India shadowed its birth. It replaced the interim text and dissolved the constituent assembly tradition in favor of ordinary amendment politics.
