Central Asias most amended constitution, swinging between parliament and presidency.
Overview
Kyrgyzstan adopted its independence constitution in 1993 and has amended or replaced it repeatedly, including wholly new texts in 2010, creating a parliamentary system after two revolutions, and 2021, restoring a strong presidency after another. The 2010 constitution was celebrated as Central Asias most democratic design with a single term prime ministerial architecture. The 2021 text concentrated power in the presidency, weakened parliament, and added a Kurultay peoples congress body. This oscillation makes Kyrgyzstan the regions natural experiment in constitutional design, repeated regime crises producing repeated fundamental revisions.
