Overview

Approved by referendum in October 1993 after the 1992 autogolpe dissolved congress and the 1979 constitution with it, the Peruvian Constitution created a unicameral congress, strengthened presidential decree and censure powers, and softened decentralization, though later reforms recreated regional governments. It embeds economic liberalization protections, including property and contract stability clauses. Its birth under authoritarian auspices has fueled recurring reform debates, revived forcefully during the 2022 2023 protests. Despite legitimacy contests, it has governed through three decades of turbulent politics and repeated impeachment cycles.
