Overview

Approved by referendum November 1, 2020 amid the hirak protest aftermath and low turnout around 23 percent, the Algerian Constitution limits presidents to two terms, previously unlimited three, and creates a constitutional court replacing the older council. It entrenches the army as guardian of the revolution and institutions, a novelty, and commits to non interference while asserting sovereignty. It formalizes some social rights and decentralization. The presidency under it was renewed in 2024. Critics note the process was executive drafted, continuing the lineage of 1963, 1976, 1989, 1996, 2008, 2020 texts, none born of constituent deliberation.
