Overview
Adopted in April 1977 through a merger of the ruling parties of Tanganyika and Zanzibar, the Tanzanian Constitution is at its core the constitution of a union, embedding the two government structure, union and revolutionary government of Zanzibar, that has survived since 1964. It entrenched the one party state until 1992 amendments restored multiparty politics, and its Article 30 caveats on rights enforcement drew sustained critique. Periodic reform attempts, including the 2015 draft assembly process, have stalled. The union question and Zanzibar autonomy remain its central unresolved tension.
